The Role of the HRC

The Erie County Human Relations Commission enforces the Erie County Human Relations Commission Ordinance and Erie County Human Relations Commission Bylaws, which afford individuals the opportunity to obtain employment without discrimination if they are qualified, and reasonable access to any public property or facility, rental housing, or commercial property.

Human Relations Commission

The Human Relations Commission (HRC) consists of nine members:

  • Seven appointed by County Council members, one representing each Council District
  • One appointed by the County Executive
  • One appointed by Erie City Council.

Duties

  • Receive, investigate, and finally determine the merits of complaints alleging unlawful discriminatory practices based on an individual's protected class.
  • Seek to correct or remedy violation through conciliation and/or consent orders.

Meetings

The Human Relations Commission meets monthly. Meetings are open to the public.

HRC Advisory Board

The Human Relations Commission Advisory Board consists of 11 members:

  • Seven appointed by County Council
  • Four appointed by Erie City Council

Selected from a broad and diverse representative cross-section of racial, ethnic, and economic groups.

Duties

  • Research, education, and public relations under the directions of the Erie County Human Relations Commission

The Advisory Board meets bi-monthly. Meetings are open to the public.

Filing a Complaint

The Erie County Human Relations Commission Ordinance recognizes as civil rights the following:

  • Race
  • Color
  • Familial status
  • Religious creed
  • Ancestry
  • Age
  • Sex
  • Sexual orientation
  • Gender identity
  • National origin
  • Disability of the person
  • The use of guide or support animals because of the disability of the person, or because the person is a handler or trainer of support or guide animals.

Any violation of these civil rights shall be enforceable under the Ordinance and eligible for complaint.

ECHRC Meetings

The Erie County Human Relations Commission (ECHRC) meets at 6 p.m. on the 4th Wednesday of each month, with the Erie County Human Relations Advisory Board convening at 6 p.m. on the 3rd Wednesday of every other month. The public is invited to attend all meetings through Zoom.
